wahtever tags and values he uses. However most user try to use the
values, that other users used before: http://taginfo.openstreetmap.org/

You can find a huge number of tags defined on thw wiki:
http://wiki.openstreetmap.org/wiki/Map_Features
However every mapper can choose to ignore that (or even doesn't know
about it), so your milage may vary.
