I've amended the shapefile build rules on labs.geofabrik.de to add a "coastline.shp" to http://labs.geofabrik.de/haiti/latest.shp.zip and already re-generated the download - note however this is only a line shape, not a polygon shape.
If you need a polygon shape you could probably cut out the area of interest from processed_p.shp with ogr2ogr.
