Indeed. At least here in Germany we do have a few areas where at one time in the past, a very eager mapper deleted all that was there and did it over from scratch; now that very eager mapper has declined to agree to the new CTs, and other mappers might prefer undeleting what was there before him (even if the geometry is rubbish, there might be valuable street name information etc.).
