The Api does nor prevent this. If an Editor chooses to upload a new
Version of a Node without Changing anything, then it is like that.
and as a changeset isn't a transaction, even multiple consequent edits
of the same object may happen in the same changeset: you can add a tag
first, upload that change (as part of changeset x) and change the node
again later to upload it again as part of the same changeset x.
