No, Overpass API is reliable and stable since some years, and the service is funded until mid-2015 by FOSSGIS. The EWG has recently discussed the matter. http://www.osmfoundation.org/wiki/Working_Group_Minutes/EWG_2012-10-08 The common sense would more towards a all-in-one change of the design of the export tab, and it is not yet decided what to include in what way. The Geofabrik extracts are also a very good candidate to be somehow integrated, and maybe other services.
