I think traditionally in converting projects from SVN to git, the SVN repository was replaced with a single file (e.g. a readme) that mentions the move to the new repository to ensure people aren't left out in the dark.

It looks like after initially being deleted it has now been restored as a read only copy?

With respect to switch2osm.org, I'll try and fix up those instructions as soon as I can figure out how to edit that page again.
