The "changes" API is an old API that was used by tiles@home. The rails devs and sysadmins are planning on depreciating this API and want to announce before doing so.
Server logs indicate that there is one user of this API fetching it hourly.* Deprecating this API would allow the code for it to be eliminated, slightly simplifying the rails port (website), making it slightly easier to maintain and it would allow a complicated step from the install instructions to be removed.
