It means that when you are using windows, bzcat is the best tool to use and when you use one of the examples on that page (or anywhere in general when you want to use /dev/stdin), you have to replace /dev/stdin with CONIN$.

/dev/stdin is not a valid path on Windows.
I have not tried this, but maybe it should be extended to also say that /dev/stdout should be replaced by CONOUT$.
