Especially for the ungoing activation in Philippines, it would be useful
that this problem be fixed.
It's not fixable - that option relies on a CGI script on the tile server
that generates images on the fly from the rendering database.
So it can only be supported for layers that offer that script, which
basically means our own layer. If any of the operators of the other
layers want to support that then I can easily enable it, but I doubt
that most of them will.
