No, use dch -i

The last entry in tirex's debian/changelog is more than two years old. So its quite safe to assume that upstream changes will not result in new debian/ubuntu versions.

Could the build-process be adapted to always run dch -i before building a package?
Then the workflow to get updated tirex would be
svn up, build package, install package
