This works for me. Do you have a firewall that blocks HTTP traffic (for
the svn command)? What happens when you open the svn.apache.org URL in
a web browser? The JOSM website is https://josm.openstreetmap.de/, from
there you can open a new ticket with "New Ticket" (upper right corner).

This happens similarly for a few more dependent repositories. Please
help me out as even the GitHub mirror repo is missing the
org.apache.commons.compress package, so I'm unable to find a complete
source to build from.
P.S. Could someone also share a link of the bugtracker being used by
JOSM as I was unable to find one.
