Check the HTML code of the page: the line breaks are where the paragraph
tags end and then start.
Changeset comments, like notes, are treated as plain text because they
need to be rendered in a narrow side bar so allowing full markdown is
not really a good idea. A double newline will therefore be required to
get a paragraph break.
