Hi! I developed a Javascript module for localizing start_date (and similar) tags:
https://github.com/plepe/openstreetmap-date-format e.g. it can turn a value "~1920..1925-10" into "between c. 1920 and October 1925". when German locale is loaded: "zwischen ca. 1920 und Oktober 1925". Currently only English and German are available (I don't speak other languages well enough).
