Has anyone already created a script to create marine water body
polygons, such as seas or bays, based on the location of the node and
the nearby coastline?

For rendering seas and bays at the correct zoom level, it would be
idea to know the approximate shape and size of the marine water body.
The coastline, or simplified water polygon shapefiles, already contain
most of this data.

It seems it would be fairly simple to create a script that creates a
polygon based on the coastline near to the node that marks the center
of a bay or sea.
