If you want to connect ovs-ofctl remotely, you need to tell ovs-vswitchd to 
listen on a socket.  You can do that by running a command like the following:

        ovs-vsctl set-controller br0 ptcp:6633

It's described in the ovs-ofctl man page for connecting to "switch" using the 
"bridge" connection type:

              <bridge>: This is short for 
unix:/var/run/openvswitch/<bridge>.mgmt,
                     as long as bridge does not contain a colon.

ovs-ofctl talks to ovs-vswitchd, and ovs-vsctl talks to ovsdb-server.

Most of this should be covered in the ovs-ofctl and ovs-vsctl man page, which 
may be easier to understand now.
