The commit message and NEWS item don't explain the change very well. OVS has always accepted and processed RARP. What is changed is that now the data in RARP messages can now be matched, in the same way that the data in ARP messages can. I think the ovs-ofctl manpage should be updated to also mention RARP in most of the places where it now mentions RARP. I think Jesse hasn't looked at this yet.
