A bond doesn't have a device, so you can't put the IP on there.

Anyway, just create a bridge, add a bond to it, and configure your IP
address on the bridge:
ovs-vsctl add-br br0
ovs-vsctl add-bond br0 bond0 eth0 eth1
ifconfig br0 192.168.0.1
