Bug #7551, cited in the commit that introduced this feature, said:

   Packets that are either synthesized or consumed entirely within
   userspace/the controller are not consistently handled with regards
   to stats. Those produced by userspace are effectively going to/from
   the local port but they are not counted on that port. Similarly,
   the controller can generate packets "from" a port but we don't
   count that. In addition to general accounting of packets, this has
   correctness implications for sFlow because it creates a mismatch
   between what is counted and what is sampled.

So the feature was introduced in part to reduce user confusion.  I
think a small amount of developer work and possible developer
confusion is OK.
