I'm not actually sure that ovsdbmonitor still works or is good for
anything. No one maintains it, but I occasionally get a bug report
saying it doesn't work. I've been thinking about removing it from OVS
for a while.
Just now, I sent a request for feedback from ovsdbmonitor users to

Let's see whether anyone responds. If not, I'd prefer to remove it
entirely rather than fix up packaging.
