That's the direction that I think we'd have to go for this kind of thing to be maintainable. If the community doesn't use the plugin interface, then it's just going to rot. Only by using it can it be made usable. Even if OVS uses the plugin interface internally, I'm still not convinced that plugins actually benefit in-tree users.
