The main reason that VMware-BZ and ONF-JIRA are just numbers is that
these are private databases. For public databases I like to give a URL,
because that makes it trivial for people to view it, e.g.
Submitted-at: https://github.com/openvswitch/ovs/pull/100
in this case. (Also that form means we don't have to invent a new format
if someone submits a patch somewhere else off-list.)
