It’s a test case issue and I am planning to fix it when adding a new test case

I saw that you added some IPFIX tests “ofproto-dpif - Bridge IPFIX statistics 
check” in
commit f69f713bb032e8c31c05477f32e92f0f235a30e2.
I’m having a little trouble understanding why 12 tx errs are expected. I ran 
these tests on Windows
and 24 packets are successfully transmitted therefore this test fails on 
Windows, but on Linux works ok.
