Thanks for the review comments. I am working on the review comments. As per earlier discussion on meter implementation [1] the approach is to use tc capabilities for kernel implementation. Using qdisc and filters I implemented meter as rate limiter.
I understood your point that my code is applying tc on the output port following the meter instruction. I implemented it like this because as per my understanding tc is applied to a port. I selected the output port for that purpose. Can you please clarify the approach to use tc for kernel space implementation of meters.
