build crashes with missing artifact error

When building from source, users currently get the following error:
[INFO] Failed to resolve artifact.
Missing:
1) org.jboss.jsr299.tck:jsr299-tck-api:jar:1.0.2-SNAPSHOT
Try downloading the file manually from the project website.
Then, install it using the command:
We should step back to ship an available version of the TCK in our pom.
If anyone likes to work on the TCK, he will most likely need to compile it from
latest trunk in anyway.
