+1 Source, signatures/checksums, build look good.
The redundant (and different) LICENCE and LICENSE files should be cleaned up in the source distribution. I'd use a 'LICENSE' file since that is what most/all projects use (and it contains the 'Apache License'. The LICENCE/NOTICE files in contain MPL licensing information for javassist. A bit of a grey area, perhaps, since we aren't redistributing javassist. Note that openwebbeans-impl jar is (properly, IMO) only AL2 licensed. I don't view these as major issues.
