No Mark, wrong guess ;-)
The bean containing the observer method is actually deployed twice.
One Time as a CdiEjbBean (which seems to be some bean from OpenEJB) during the 
normal deployment and one time by BeanManager#createInjectionTarget which is 
called from an OWBInjectior from inside OpenEJB.

Not sure if this is an OWB or OpenEJB bug though
