Huh?
The archive process is the same; released files are added to the archive (and
never deleted).
The release process now uses svnpubsub from dist/release instead of direct
upload, but is otherwise the same.
The OWB download page is currently using the mirrors for 1.1.8.
However since it was deleted from dist/release in r12193 the links are now
broken.
Either change the links to refer to the archive, or drop it from the download
page.
Superseded releases (such as 1.2.1) should be removed from the SVN dist/release
area to reduce the load on mirrors.
They will of course still be available from the archives.
