Fix For: 0.3.1
Mono rule uses org.apache.meecrowave.Meecrowave.ConfigurationCustomizer as a
SPI (ServiceLoader) but it makes inheriting of that configuration hard in other
cases. This task is about ensuring this is the case for all modes.
