Slack (for now) will be: "dev" channel: mirrors "dev" email "general" channel (default for Slack): for everything else
Slack is intended for light-weight messaging and questions; any serious development discussions should be taken to the email list (and encouraged by moderators/committers/seasoned devs) so a thread can be maintained for posterity. I agree that linking to an existing discussion thread when appropriate is absolutely a great recommendation. This might make sense from a searchability point of view, also imho mail is usually better suited to answer questions with more detail and link back to previous answers...
