Adding pages to confluence

Hi -
I’m trying to add a page to 
https://cwiki.apache.org/confluence/display/OPENWHISK/Proposals
But it seems like I don’t have permission?

Should I instead add it to GitHub at 
https://github.com/apache/incubator-openwhisk/wiki ?
