I noticed while checking the runtime repos that the Travis builds off master push docker images for the runtimes with the tag "master" which is not the same as "latest". The openwhisk repo's runtime manifest uses "latest" as the default tag so a vanilla deployment will pull stale images.
I'll try to send PRs against all the runtime repos to change the tag. Help is welcome and appreciated. -r
