That is correct but rereading http://incubator.apache.org/ip-clearance/ and especially the IP clearance template at [1], the IP clearance form must still be filled and accepted by the Incubator PMC as described there. But if all authors have an iCLA on file there's no additional paperwork needed. Or just attach that archive to the ticket if it's small enough.
