I've submitted a PR [1] to remove the older catalog install scripts that do not use wskdeploy.
As far a I can tell, these scripts are no longer being used in OpenWhisk (openwhisk, openwhisk-deploy-kube, openwhisk-devtools). If anyone has concerns with removing the scripts, please raise it.
