`openwhisk` at the same time intervals, for example once every 1 minute. So the 
*`wait time`* and *`duration`* are expected to be same. and if we want all the 
requests have *`cold start`* and send a request every 15 minutes, we are 
expected to receive the same *`wait time`*, *`duration`* and *`init time`*. but 
in practice this is not the case. Can anyone explain the conditions that affect 
the time difference?
