controller and invoker. Cache configuration parameters such as eviction policy, 
number of entries, cache enabled/ disabled, etc. is available only in 
Identity.scala and MultipleWritersSingleReader.scala.

Is the same cache shared by the controller (auth cache, function metadata) and 
invoker with parameters specified at MultipleWritersSingleReader.scala?
