2022-10-19 23:24:17 UTC - Brendan Doyle: hi so this pr is the one remaining issue before we can really consider the scheduler to be prouction ready for us. we need a method to not turn on namespace throttling prematurely so that at least one container gets created per action so that every action in a namespace can get at least some throughput but can't think of a better way than this until I can get back to the action level throttling. I don't think it should be controversial since it's not a behavior change unless you turn on the configuration and it's off by default. But would like approval of the method before I wrap it up. @Dominic Kim
