+1, compiles and passes tests, LICENSE and NOTICE look good, keys and
signatures look good, I didn't find any binary objects in the build, and
all the code files appeared to have AL headers. It would be nice if we
had rat integrated so we could use it to check license headers.

I've created the ORC 1.0.0 release candidate 0 from git hash 704d97ec1.
The artifacts are available from: http://people.apache.org/~omalley/orc/ .
The issues fixed in the release are: http://s.apache.org/orc-1.0.0
The vote will be open for at least 72 hours until the required number of
votes is obtained.
