Hi Alec,
I haven't tried Eclipse recently, I probably should.
I'm somewhat hesitant to push this, it seems like text editor choices are the bread and butter of geek religious wars, but I'm very fond of Boa Constructor (I use it when I'm not using Emacs). It lacks polish, but it does all the things you mention. Once you get used to its occasional oddities, it's Free and written in Python and wxPython, I like the dogfood aspect there.
The main problems with Boa are install related, the branch that works with wxPython 2.5 is still in pre-release, the older branch works well but you have to have wxPython 2.4 installed. This can be worked around by choosing one Python to run Boa with and another (Chandler's Python, for instance) for debugging code, but that's kind of a hassle.
To try an even vaguely recent version of Boa you need to download the source code from CVS, see http://wiki.wxpython.org/index.cgi/BoaInstallGuide#cvs for the stable branch, and http://article.gmane.org/gmane.comp.ide.boa-constructor.user/1283 for the wxPython 2.5 compatible branch.
