I think we have two options. The decision is probably a technical one, and Jeffrey I think you're the expert here..
- we can contribute back support for ICU to dateutil.rrule- if rrule isn't heavily bound to datetime (though I suspect it is...)
Note that there is or has been a discussion of whether to integrate rrule into the standard library of Python, though I'm not up to date on the status. You might want to talk to Gustavo Niemeyer on contributing to dateutil/python.
