[Dev] SWIG 1.3.24

I've laid the ground work for our upgrade to 1.3.24 for SWIG. The upgrade has not landed yet as it needs to be coordinated with David S. and his wxPython changes but I wanted to let you all know how to pull the latest version if you want to do local testing.

To use the 1.3.24 version, change the VERSION= line of the external/swig/Makefile from 1.3.22 to 1.3.24 like so:

VERSION=1.3.24

The next time you do a make world in your source tree, the new version of SWIG will be used. But like I said earlier I've been told that it will NOT work with wxPython so be careful ;)
