[Dev] Twisted 2.0 upgrade

I've checked in the require external/twisted/Makefile change and patch file to land the Twisted 2.0 upgrade. After the full builds have churned and tested this update I will bump the relver in chandler/Makefile.

If you start seeing any oddities in smtp or imap4, please let Brian K. know ;)
