There was a thread circulating early regarding support for timezones and recurrence in the context of sharing for 0.6. Brian Moseley asked....

Most of my experience has been with ICU. The timezone.h header has a TimeZone C++ class, and this has a static method called createEnumeration which returns a StringEnumeration. This can be used to generate all of the time zone names that ICU "knows" about.


The same basic support exists in Java, via ICU.
