Hi Ted,
+1 on the Item Collection Proposal.

One point I would like to raise is the case when background tasks (ie. Mail) register to receive notifications. It would be nice to have a few options to specify which thread to post the notification to.

I can see three concrete cases:
1. CPIA wishes to receive a Notification. Post the Notification in the main / GUI thread. 2. A twistedized service such as Mail wishes to receive a Notification. Post the Notification in the Twisted thread. 3. A background task wishes to receive a Notification. Post the Notification to a new thread (from a thread pool).

The third case above is currently employed by my WakeupCaller service code.
