[Dev] FC4 and Chandler Status

The build issue with libxml2 seems to be solved with an upgrade to the latest version (2.6.19) - I'll change "seems to be" to "is" after I check that the binaries generated by FC4 for libxml2 can be used by FC2 and FC3 during a make install.

I'll post again after the next round of tests.

Right now I am able to build and run Chandler on Ubuntu, Tiger, Panther and FC4 using 2.6.19.
