[Dev] FC4 Status

Chandler now builds cleanly on Fedora Core 4 -- the only change required was to upgrade to the lastest version of libxml2.

I'll be integrating the libxml2 upgrade into the main build tomorrow.

Currently the FC3 build run fine on FC4 and since the FC4 binary does not run on pre-FC4 systems we will need to keep the tinderboxes running on FC3.
