It appears to me as though the Tiger v10.4.2 update is a safe upgrade.
Positive signs: noticably (but not dramatically) snappier Finder UI, fixed the AirPort access point switching problems that happened to me after the v10.4.1 update, Activity Monitor works again (broke in 10.4.1), plus an advertised 50+ bug fixes (including some security fixes). No new quirks in most Chandler dev tools (haven't tried Wing yet) I cannot tell if Quartz Extreme has been enabled yet. There are some other fresh new updates out there as well: FireFox 1.0.5 Thunderbird 1.0.3 Mozilla 1.7.9 many Apple apps (iPhoto et. al.)
