What this means is that for any commit you have to have *ALL* of the following:

- An associated bug that has been flagged by the bug council as a m5 blocker
- A peer review (single if the change is minor, multiple if not)
- more than a single line of "this fixes bug #" commit message
- have run all of the unit tests and associated smoke tests


The tinderboxes are all currently GREEN - lets keep it that way ;)
