I think these could be combined. Show the clock, and a drop down
above/below it to select hours or minutes. But also allow left-click and
right-click  for hours and minutes. That way both beginners and power
users can have what they want.

I don't think there was a wrong list for this message, as it has
elements of interest to both design and dev (so maybe crossposting would
have been appropriate).

In any case, since you do have code and everything, I would suggest you
also file it as a bug (severity enhancement) and attach the code there.
