After looking at this, it turns out that the simple fix (going through the GET path for webcal: URLs) unmasked another problem. Due to some of the URL mangling we're doing, we drop any query/parameters from the URL we need to fetch. That leads to a different, but equally incomprehensible failure as before, both for the original IRC user and other real-world cases I've seen.
Since addressing the secondary bug would involve more extensive (and possibly risky) changes, I'm only going to make the full fix in 0.7. Thanks, everyone, for your helpful comments.
