[Dev] version number update

I've implemented the new version numbering scheme and the various builds are now generating distributions using the new scheme.

Chandler_OS_SNAP_VERSION.dev-r####-YYYYMMDDHHMMSS.*

OS                      osx, win, linux
SNAP            debug or release
VERSION         currently 0.7alpha2
r####           the svn revision #

and the YYYYMMDDHHMMSS is the timestamp of the build
